Somethings wrong here. The focus of attention is on the fact that the US and the UK were unhappy with the actions of the PA. So after warning it, they pulled out.
Sorry, it doesn’t fly. The monitors were there as a guarantee to Israel that the men would stay in prison. Their duty was to Israel not the PA. Thus no matter what the PA did or didn’t do, the monitors had to stay there unless they put Israel on notice that they intended to leave and when, effectively putting an end to the deal.
Judging from the fact that Israel was poised to act on their departure, Israel must have been advised.
