The prerequisite for deadly physical force against another person is a reasonable fear that he is going to harm you. “Reasonable” requires two things; that he display both the intention (”I am going to kill you”) and the means (brandishing a weapon, or possession of a weapon with which he can put his threat into effect).

Iran has displayed the intention of destroying Israel. That means that, the instant it looks like it is about to acquire the means, Israel would be justified in launching a preemptive nuclear first strike.

Peace, on other hand, changes nothing but only formalizes the facts established by war. After the Germans were utterly defeated, peace ensued regardless of whether a peace treaty had been signed. After Israel defeated Syria, there was peace even without a peace treaty. War changes facts, and peace is only the name for the resulting change.
