Clinton is wrong about demography

Yoram Ettinger, YNET

On November 15, 2009, former President Clinton stated in Jerusalem: “Two things remain unchanged since 1993 – geography and demographics. Palestinians have more children than Israelis can have or import.”

Clinton’s intentions are positive. However, he is mistaken and misleading, while trying to convince Israelis to support a policy (withdrawal to the 1967 lines), which could determine the fate of the Jewish State: Oblivion or survival.

Hawks and doves would concur that public debate is dysfunctional when employing invalid numbers in order to frighten Israel into adopting a potentially-dangerous policy. Hawks and doves are aware that demographic-fatalism erodes confidence in Israel’s cause and in Israel’s steadfastness. It minimizes options and produces hasty decisions concerning critical national security issues. Decisions based on erroneous assumptions yield erroneous policy. Public debate should distance itself from baseless assumptions and position itself upon well-documented data.

In contrast to Clinton’s statement, Israel’s Jewish demography has been enhanced since 1993. A solid and a long-term 67% Jewish majority, west of the Jordan River (without Gaza) is documented by birth, death and migration records of the Palestinian Health and Education Ministry and Election Commission, as well as Israel’s Border Police (which acts like the American INS), the World Bank and the Israeli and Palestinian Central Bureau of Statistics. In 2009, the Jewish population benefits from a substantial demographic tailwind, which could expand its majority.

And, here are the facts:

According to Israel’s Central Bureau of Statistics, the number of annual Jewish births has increased by 45% from 1995 (80,400) to 2008 (117,000), in spite the cuts of child allowances – a global rarity. The number of Arab births within pre-1967 Israel has stabilized, around 39,000, during the same period.

The Jewish tailwind has persisted during the first eight months of 2009: 77,797 Jewish births, which amount to over 75% of total births within pre-1967 Israel, compared with 69% in 1995.
The significant decline in Arab fertility rate reflects a significantly improved standard of living, resulting from successful integration into Israel’s infrastructures of health, education, employment, commerce, politics, media, sports, culture and the arts. The Arab-Jewish fertility gap was reduced from six births per woman in 1969 to 0.7 in 2008.

The Jewish secular sector – and especially the Olim (immigrants) from the USSR – is chiefly responsible for the upward trend of Jewish demography. The one million Soviet Olim arrived with a typical Russian fertility rate of one birth per woman, but they have adopted the typical secular Jewish fertility rate of 2-3 births per woman. In addition, Israel’s yuppies are switching over from the European rate of 1-2 births to 3-4 births per woman.

A September 2006 World Bank survey of education in Judea, Samaria and Gaza documented a 32% distortion of Arab births by the Palestinian Central Bureau of Statistics. According to the Bank, the Arab demographic decline resulted from a drop in fertility and a rise in emigration.

The decline in Arab population growth follows a 20-year surge, which was a result of the post-1967 access to Israel’s health infrastructure. The decline has been caused by urbanization (from a 70% rural to a 70% urban population in Judea and Samaria), unprecedented expansion of the education system, especially among women, and family planning.

Net-emigration has accelerated the fall of the Arab population growth rate in Judea and Samaria. From 1950 to 2009, there have been only six years of net-immigration. Net-emigration skyrocketed during the 1950-1967 Jordanian occupation, slowed down drastically following 1967, in response to the enhancement of health, education and employment, surged as a result of the 2000 Intifada and shifted to a higher gear in 2006, due to the rise of Hamas and the Hamas-PLO war.

The Arab fertility rate in Judea and Samaria declined to four births per woman and is trending downward. According to the UN Population Division, the decline typifies all Muslim countries other than Afghanistan and Yemen. For example, Jordan (a “twin-sister” of Judea and Samaria) has three births per woman, Iran – 1.7, Egypt – 2.5, Syria – 3.5 and Algeria – 1.8 births per woman.
The Judea and Samaria Arab population of 1.55 million – and not 2.5 million as claimed by the Palestinian Central Bureau of Statistics – was documented in December 2008: a 66% distortion!

Theodore Herzl (1900) and David Ben Gurion (1947) did not subordinate their Zionist vision to the prophets of demographic doom – Simon Dubnov and Prof. Roberto Bacchi – although Jews were a minority of 8% and 33% respectively.

In 2009, Israel’s leaders should refrain from subordinating the future of the Jewish State to Clinton’s pernicious demographic fatalism.

  2. Clinton’s intentions are positive.

    That is false.
Following the failure of Camp David, Clinton unequivocally blamed Arafat.
Earlier this week, he revised his account and said that had Rabin been alive peace would have been achieved.
The transference of blame from Palestinians to Israelis is not a function of further reflection, but merely the expediency of a man whose wife now works for an anti-”Zionist”.
Clinton’s intentions are always self-serving and therefore he can never be trusted.

There has been a parade of liberals running through Israel and the surrounding areas, everyone from John Kerry to Dennis Kucinich. These lovers of peace yearn to do for the Jewish State what they did for Cambodia. Having learned nothing from the Pol Pot experience, they yet again insist that there exists a struggle between the cruel forces of Western imperialism and the persecuted indigenous peoples who are represented by freedom fighters….and while those freedom fighters pledge to commit genocide, let’s not be overly concerned by the heated rhetoric of the moment.

Sure, the Palestinians may say they want to kill Jews, but what they mean is that they want peaceful coexistence with their cherished Jewish brethren.

It is the same recurring liberal fable that has literally claimed millions of innocent lives worldwide. Once more, the Democratic Party cannot distinguish between good and evil, even when evil is screaming at the top of its lungs about the atrocities it intends to commit. To Kerry and company, the problem is not the genocidal maniacs, be they the Khmer Rouge or the Viet Cong or Fatah or Hamas. The problem as they see it is that America’s ally is imperfect. The solution as they see it - as liberals always see it - is to appease implacable murderers. And the more that strategy leads to mass murder, the more convinced liberals become that it is the only true way to peace.

Yet none dare call it insanity.

Ayn, your right on with this one. Of course with one exception, Sara Palin. They know she is good and they continue and will continue to attack her. The AP has even fact-checked her book. The liberals won’t let up.
They are terrified of her. Sally Quinn is always on the attack. Phila. fat boy Chris Matthews who still gets a thrill up his leg from obama is always attacking.

She is the reason I connected to Caroline Glick. Two super ladies.

  8. The more I hear Sarah Palin speak in unedited interviews, the more impressed I become with her.
    Apparently, I am not alone.
Her horrible poll numbers have reversed, with a 47/41 favorable ratio now prevailing.
The liberals are terrified of her, and with good reason.
The last two times the GOP nominated a Reagan conservative (Reagan himself), the Dems cumulatively lost 93 of 100 states.
And by the way, Palin is unapologetically pro-Israel in a most politically incorrect way.
She actually thinks the Jews are the good guys.

Yamit’s prodiguous outpourings impressed Dr. J.. His analysis indicated an almost genius intelligence in terms of being able to accumulate and retain knowledge. However Yamit’s reasoning powers and abilty to process logic is close to nil.

  48. The raison d’etre of Palestinian society is murdering Jews. That reality is ubiquitous in their media, where killing Jews is the Prime Directive. Palestinians have not pursued industry or the arts, and while people often note that the Palestinians are the most college educated of Arabs, Palestinian P.H.D.s do not become scientists or captains of finance. Instead, they become professors at Ivy League universities and advocate (guess what) murdering Jews.

Arafat defaulted at Camp David because he knew that surrendering the national goal of Jewish genocide would be his death warrant. Deprived of their shared objective to eradicate Israel, Palestinians would turn on themselves. The dirty little secret is that there is no “Palestinian people”. No history. No traditions. Just the descendants of disparate refugees whom the Arabs considered expedient propaganda tools to be herded into camps and used against the Hebrews.

Peace is a fantasy because Palestinian “society” is predicated upon perpetual war. Absent that factor, it will dissolve into violent anarchy.

The Palestinians couldn’t make peace if they wanted to.

    And they don’t want to.

Just the descendants of disparate refugees whom the Arabs considered expedient propaganda tools to be herded into camps and used against the Hebrews

Ayn right on. I said for years Arafat was never interested in orchastrating a peace plan. It would defeat his purpose, he used the Palestinians and they are too dumb to have recognized this. He represented the various Arab terrorist organizations and as you indicated, their aim was to continue the conflict by conviencing the Palestinians they were the victims of Jewish hatred.

In addition to being a terrorist, Arafat was a scumbag and a theif. He stold millions from the Palestinians.

The Palestinians have yet to wake up, they are being used by Hamas, another Iranian puppet.

  52. Peskin,#47- 1/2 right fact-wrong conclusion.

    What’s right?

The major powers have decided that the status quo is not tenable

    What’s wrong?

the major powers have the leverage with Israel and the P.A. to pressure for start of negotiations.

We are witnessing that in spite of the leverage the major powers have, negotiations are not about to start. Given the antithetical views and positions of Israel and the Palestinians and their Arab supporters, if negotiations were to begin, they would almost certainly be an exercise of going through the motions.

Pres. Obama made the thorny settlement issue a key point in his brown nosing broad Middle East diplomatic initiative and specifically in relation to the Israel v. Palestinian unending no war - no peace situation.

The Palestinians, taking their lead from Pres. Obama as you know, suddenly made Israel agreeing to Obama’s position on settlements a condition precedent to their agreeing to renewal of peace negotiations. Israel won’t agree to Pres. Obama’s position on settlements and certainly will not accept the Palestinian demand that Israel accept Pres. Obama’s position on settlements as a pre-condition to re-entering into peace negotiations.

In spite of Pres. Obama’s leverage, it is he who is responsible for de-railing chances at meaningful peace negotiations proceding.

Pres. Obama in a number of ways personifies the expression, “the road to hell is paved with good intentions”.

  54. [...] http://www.israpundit.com/2008/?p=18448 November 20, 2009 Clinton is wrong about demography Yoram Ettinger, YNET On November 15, 2009, former President Clinton stated in Jerusalem: “Two things remain unchanged since 1993 – geography and demographics. Palestinians have more children than Israelis can have or import.” Clinton’s intentions are positive. And, here are the facts: According to Israel’s Central Bureau of Statistics, the number of annual Jewish births has increased by 45% from 1995 (80,400) to 2008 (117,000), in spite the cuts of child allowances – a global rarity. The Judea and Samaria Arab population of 1.55 million – and not 2.5 million as claimed by the Palestinian Central Bureau of Statistics – was documented in December 2008: a 66% distortion! more… My notes: 1.At the bottom line, whole Arab more than 100-year-long crusade against Jewish presence in the Middle East aims to expel the Jews by all possible means. The means were: 4 "total" wars, cross-border raids, Intifadas, Saddam’s rocket terror, Oslo terror, Hizbullah’s rocket terror, HAMAS’ Cassam terror, economic boycott, and, finally, Iranian nuclear intimidation. Common denominator of all these means is demography overturn due to Jewish emigration and decline of the Jewish population. The goal is obvious: to turn Jews minority, then to dissolve Jewish state. 2.Most striking impression I got from my rare visits to Samaria, were large rural spaces empty of people, along with relatively big densely populated towns. The Galilean rural areas where I visit frequently, are populated much more densely, than the West Bank. [...]

Lost Tribes of Jews from China, India Make ‘Aliyah’
    By Chris Mitchell
CBN News Middle East Bureau Chief
    Thursday, November 19, 2009

JERUSALEM, Israel — Old Testament prophets told of a day when Jews would return to Israel from the four corners of the earth. Some Jews are now returning from the world’s two most populous nations: China and India.

Recently, friends greeted seven Chinese Jewish men at Israel’s Ben Gurion Airport. They flew from Beijing. Their journey marked the end of a nearly four-year bureaucratic struggle to get to Israel, but also marked the fulfillment of a biblical promise several thousand years old.

“We are witnessing the ingathering of the exiles from the four corners of the world. It’s taking place before our very eyes,” Michael Freund said.

Michael Freund of Shavei Israel — a group committed to bringing Jews back to Israel — says their arrival was prophetic.

“The prophet Zechariah in chapter 8 tells us that God promises that He will save His people from the East, from the countries of the East and from the countries of the West,” Freund said.

Home video of the Jewish community shows these men came from in Kaifeng, China. This community began more than 1,000 years ago when historians believe Jews from Persia or Iraq settled in China.

Freund says their ancestors once dreamed of going back to Israel. These men are fulfilling that dream, a dream shared by the several female Chinese Jews who immigrated four years ago.

“I still remember my grandma always read her Bible like Isaiah, I think 60 chapter says Hashem (God) will like the eagle bring His people come back. And always this Word and scripture came into my mind and I think it’s true,” Chinese immigrant Zhang Lan said.

    The men themselves were joyful.

“Today, we most happy. We very, very so happy,” Chinese immigrant Xue Zei said.

But the Chinese Jews represent just one group returning to Israel.

A group of Jews coming from India three years ago represent members of the lost tribe of Manasseh. They joined other family members who had already immigrated to Israel for an emotional reunion. They were the largest group of Bnei Menashe in history to come to the Promised Land.

“Today is one of the most happiest day for the Bnei Menashe history because we never had a large group like this that made aliyah,” Bnei Menashe tribe member Allenby Selah said.

The Jewish agency believes the tribe of Manasseh is located in northeastern India in the states of Mizoram and Manipur.

For many of these Bnei Menashe, coming to Israel is a life-long dream.

Several thousand Bnei Menashe remain in India and hope to come to Israel.

Shavei Israel has identified groups like the “Hidden Jews” in Poland, the Subbotnik Jews of Russia, the Benei Anousim Jews in Spain, Portugal and South America, as well as the Bnei Menashe and the Jews from Kaifeng, China.

After their arrival, the Chinese came to the Western Wall. They came to pray and begin their new life here in Israel. Organizers say they represent the first group of Chinese men to move to Israel in history.

Experts estimate 2,000 Jews live now in China and organizers of this immigration hope more of them will come to Israel.

Freund calls it and the return of other Jews worldwide a sign of the times.

“God is gathering His people in. And this is an event not only of theological significance but of tremendous historical significance as well,” he said.
