    The ideas of Benito Mussolini (1883-1945), the founder of Fascism, are remarkably similar to the ideas of modern-day Western Leftists. If Mussolini was not the direct teacher of modern-day Leftists, he was certainly a major predecessor. What Leftists advocate today is not, of course, totally identical with what Mussolini was advocating and doing 60 to 80 years ago in Italy but there are nonetheless extensive and surprising parallels. Early in the 20th century, he prophesied that the 20th century would be the century of Fascism and he got that right in that most of his ideas are still preached by the modern-day Left.

    What Mussolini refers to as “Socialists” were in fact Marxists rather than social democrats and those whom Mussolini refers to as “liberals” were advocates of laissez faire and would hence be described as conservatives today. Mussolini started out as a Marxist but eventually devised Fascism as a “third way” (sound familiar?). He saw it as offering a middle way between Marxism and capitalism — Leftist but not Marxist.

    Despite recent upsurges of antisemitism among extreme Leftists in the Western world in connection with the Arab-Israeli conflict, most Leftists today probably continue to deplore antisemitism. The early Mussolini would have had no argument with them over that. He was a most emphatic Italian nationalist but it is perhaps important here to distinguish patriotism, nationalism and racism. These do to some extent tend to slide into one-another but there are differences too. Most notable in the present case is the contrast between Hitler’s persecution of the Jews and Mussolini’s reluctance to have any part in that.

    Under Hitler’s prodding, Mussolini did eventually put antisemitism on his agenda and did in 1938 pass generally unpopular antisemitic laws but it was no part of his own original program. He had never expressed any antisemitism prior to his alliance with Hitler. In fact, Italian Jews had been prominent as leaders in some of the early Fasci di combattimento (Fascist bands) and the antisemitic laws were largely ignored by Italians — so much so that one of the safest places in Europe for Jews to be during the second world war was undoubtedly Fascist Italy. Jews were in fact routinely protected by both Fascist and non-Fascist Italians (including the clergy) and many Jews to this day have grateful memories of wartime Italy. At a time when Jews had very few friends anywhere in the world, they had friends in Fascist Italy (Steinberg, 1990; Herzer, 1989). Contrast this with the way in which Eastern Europeans and even the French actively co-operated with Hitler’s round-up of Jews. It should also be noted that, unlike Hitler, Mussolini did not set up any concentration camps for the Jews.

    It must of course be conceded, however, that the Ethiopians suffered considerably at the hands of their Italian invaders but most human societies make a distinction between war and murder and Mussolini certainly did. Nazis and revolutionary Leftists, on the other hand, do not seem to.

    Nonetheless there still seems to persist in some minds the view that two groups as antagonistic as the Nazis and the Communists or the Fascists and the Communists just cannot have been ideological blood-brothers. Let me therefore try this little quiz: Who was it who at one stage dismissed Hitler as a “barbarian, a criminal and a pederast”? Was it Stalin? Was it some other Communist? Was it Winston Churchill? Was it some other conservative? Was it one of the Social Democrats? No. It was none other than Mussolini, who later became Hitler’s ally in World War II. And if any two leaders were ideological blood-brothers those two were. So I think it is clear that antagonism between Hitler and others and between Mussolini and others proves nothing. If anything, the antagonism between Hitler and other socialists and between Mussolini and the “Reds” is proof of what typical socialists both Mussolini and Hitler were.

    In Mein Kampf, Hitler expressed great admiration for Mussolini and did in the early days regard Mussolini as his teacher so at least part of Hitler’s National Socialism is traceable to Mussolini’s innovations. As noted, however, Mussolini did NOT reciprocate Hitler’s regard and correctly divined and loathed Hitler’s murderous personality from the beginning (Andriola, 1997). Hitler’s mania about the Jews was also one reason why Mussolini derided Nazism as a doctrine of barbarians. Few modern-day Leftists would argue with that judgement.

    During the past several months in the American press, the Democrats have frequently denounced the Republicans as Nazis due to their attempts to control runaway federal spending. How very ironic. I remember the Nazis. Let me share a little about them and recall some of their exploits.

    First of all, “Nazi” was gutter slang for the verb “to nationalize”. The Bider-Mienhoff gang gave themselves this moniker during their early struggles. The official title of the Nazi Party was “The National Socialist Workers Party of Germany”. Hitler and the Brownshirts advocated the nationalization of education, health care, transportation, national resources, manufacturing, distribution and law enforcement.

    Hitler came to power by turning the working class, unemployed, and academic elite against the conservative republic. After Der Fuhrer’s election ceased being a political conspiracy and was transformed into a fashionable social phenomenon, party membership was especially popular with educators, bureaucrats, and the press.

    Being a Nazi was “politically correct”. They called themselves “The Children of the New Age of World Order” and looked down their noses at everyone else. As Hitler acquired more power, he referred to his critics as “The Dark Forces of Anarchy and Hatred”. Anyone who questioned Nazi high-handedness in the German press was branded a “Conservative Reactionary”. Joseph Goebbels, minister of communications, proclaimed a “New World Order”.

    The Nazi reign of terror began with false news reports on the Jews, Bohemians and Gypses who were said to be arming themselves to overthrow the “New World Order” and Hitler demanded that all good people register their guns so that they wouldn’t fall into the hands of “terrorists and madmen”.Right-wing fanatics of the “Old Order” who protested firearms registration were arrested by the S.S. and put in jail for “fomenting hatred against the Government of the German people”.

    Then the Reichstag (government building) was blown up and Hitler ram-rodded an “Emergency Anti-Terrorist Act” through Parliament that gave the Gestapo extraordinary powers. The leader then declared that for the well-being of the German people, all private firearms were to be confiscated by the Gestapo and the Wermotten (federal law enforcement and military). German citizens who refused to surrender their guns when the “jack-boots” (Gestapo) came calling, were murdered in their homes. By the way, the Gestapo were the federal marshals’ service of the Third Reich. The S.W.A.T. team was invented and perfected by the Gestapo to break into the homes of the enemies of the German people.

    When the Policia Bewakken, or local police, refused to take away guns from townsfolk, they themselves were disarmed and dragged out into the street and shot to death by the S.A. and the S.S. Those were Nazi versions of the B.A.T.F. and the F.B.I. When several local ministers spoke out against these atrocities, they were imprisoned and never seen again.

    The Gestapo began to confiscate and seize the homes, businesses, bank accounts, and personal belongings of wealthy conservative citizens who had prospered in the old Republic. Pamphleteers who urged revolt against the Nazis were shot on site by national law enforcement and the military. Gypsies and Jews were detained and sent to labor camps. Mountain roads throughout central Europe were closed to prevent the escape of fugitives into the wilderness, and to prevent the movement and concealment of partisan resistance fighters.

    Public schools rewrote history and Hitler youth groups taught the children to report their parents to their teachers for anti-Nazi remarks. Such parents disappeared. Pagan animism became the state religion of the Third Reich and Christians were widely condemned as “right wing fanatics”.

    Millions of books were burned first and then people. Millions of them burned in huge ovens after they were first gassed to death. Unmarried women were paid large sums of money to have babies out of wedlock and then given medals for it. Evil was declared as being good, and good was condemned as being evil. World Order was coming and the German people were going to be the “peacekeepers”.

    Yes, indeed, I remember the Nazis and they weren’t Republicans, or “right wing”, or “patriots” or “militias”. They were Socialist monsters.

    Professor Silverman argues, as a result of impressive research in Nazi archives, that it was work creation programs that account for this “miracle” and it was the 4-year Plan announced in 1936 that represented an emphasis on autarky and arms and a seller’s market. Plans called for motorization and the famous autobahns. It is natural to compare Hitler’s achievements with FDR’s New Deal. Strangely Silverman hardly mention the USSR as a source of ideas in the Hitler years, though the 4-year Plan itself was inspired by the Soviet FYP, the second of which was being completed by the time Goebbels began administering the German equivalent. Earlier (February,1935) Soviet-type “work books” necessary for employment were introduced.

    Peskin; Clintons statement and Bushes that America would defend and even attack Iran were Iran to attack Israel first: This is nothing more than cynical BLACK HUMOR:

    Israel now faces the distinctly plausible prospect of a nuclear Iran. Fearing just such a development, the Project Daniel group had already advised former Prime Minister Ariel Sharon back in January 2003 that Israel do everything legally and operationally possible to prevent it. Our then, still-confidential recommendations included, if necessary, the preemptive destruction of key Iranian nuclear assets and infrastructures. Such an essential action, we understood, could fulfill the authoritative criteria of “anticipatory self-defense.”

    There is both a legal and strategic precedent for preemptive action against Iran. More than a quarter-century has now passed since Israeli fighter-bombers destroyed Iraq’s Osiraq nuclear reactor shortly before it was ready to go “on line.” At the time, the general global community reaction was hostile. Even the UN Security Council, in Resolution 487 of June 19, 1981, said that it “strongly condemned” the attack and that “Iraq is entitled to appropriate redress for the destruction it has suffered.”
    But Israel’s unilaterally defensive action of June 7, 1981, now looks very different. We know presently that Saddam Hussein’s plans to build a French-supplied reactor at his nuclear research center at Tuwaitha were designed to produce militarily usable plutonium. The reason that American and allied forces did not face a nuclear adversary in 1991 during Operation Desert Storm is partially because of Israel’s earlier resort to anticipatory self-defense. Israel’s “Operation Opera” at Osiraq is therefore also largely the reason that United States forces did not find nuclear weapons in Iraq at the start of Operation Iraqi Freedom.

    International law is not a suicide pact. Under long-standing customary international law, every state is entitled to strike first when the danger posed is “instant, overwhelming, leaving no choice of means, and no moment for deliberation.” With respect to the openly genocidal regime currently ruling in Tehran, this right for Israel is now clear and incontestable. Well within the range of Iranian missiles, Israel could be obliterated by only one or two nuclear warheads. As to the western democracies, they are always quick to condemn Iran’s nuclearization, but are once again loath to actually do anything meaningful.

    Israel did not commit aggression at Osiraq. Iraq had always insisted that a state of war existed with “the Zionist entity.” As aggression cannot be committed against a state with which a country is already at war, Jerusalem could not possibly have been guilty of a “crime against peace” on June 7, 1981.

    Israel did not violate the international laws of war at Osiraq. Fourteen Israeli aircraft took part in the raid – eight F-16 Falcons, each carrying two 1000-kilogram bombs, and six F-15 Eagles serving as escort planes. The reactor was completely destroyed, without civilian casualties and before any radiation danger existed. Unlike Iraq’s 39 Scud attacks on Israel during the Gulf War, which were designed to harm civilians, Israel’s raid on Osiraq was executed for the protection of civilians.

    Israel’s defensive strike against an outlaw enemy state preparing for extermination warfare was distinctly law enforcing. International law must often rely upon individual states to act on behalf of the entire global community. This is exactly what took place at Osiraq, when Israel’s fighter-bombers precluded an Iraqi nuclear option. Today, when waiting to absorb a “first shot” from Iran could sentence a New Jersey-sized state like Israel to literal disappearance, the right of anticipatory self-defense should be widely acknowledged. Of course, it remains easy for both Israel’s allies and critics to deny the Jewish state its legal and moral right to protect itself by citing “aggression,” but such denials will ultimately come to impair their own security as well.

    It is now surely the time for the world community to acknowledge the obvious: Israeli preemptive action in 1981 was an indispensable act of international law enforcement. Regarding future essential resorts to anticipatory self-defense, whether by Israel or by any other state facing unconventional aggression, such an acknowledgment could provide an important incentive to do what is needed to save human lives. Although the operational requirements to prevent or delay Iran’s acquisition of nuclear arms are substantially more complex than what was needed at Osiraq (Iranian nuclear-related assets are multiplied, hardened and dispersed), a failure to attempt preemption altogether could threaten the lives of millions of Israelis, Americans and Europeans.

    Any preemption must conform to the settled rules of international law. It is not permissible for a state to invoke “anticipatory self-defense” merely because it feels threatened. Rather, the danger posed must be imminent and substantial. In its original 19th-century expression, anticipatory self-defense required a situation that was actually “instant, overwhelming, leaving no choice of means and no moment for deliberation.” Today, however, in a nuclear age, reasonableness dictates a loosening of this requirement in particular circumstances. After all, waiting too long to satisfy the requirement of “imminence” could easily be suicidal.

    Any country that resorts to anticipatory self-defense must also satisfy the Law of Armed Conflict. This means that the force used in such strikes must fall within the bounds of “discrimination,” “proportionality” and “military necessity.” Under

    Humanitarian International law, every use of force must be judged twice: once with regard to the justness of the cause and once with regard to the justness of the means. Concerning just means, the extensive Iranian practice of “human shields” – termed “perfidy” under international law ? makes it likely that any defensive first strike by Israel would unwittingly injure or kill Iranian civilians. Significantly, the full legal responsibility for all such harms would fall upon Tehran, not Jerusalem.

    Regional and world security are now imperiled by still-ongoing military commerce with Iran. These transfers, from certain major states to Iran, of dangerous materials, unconventional weapons know-how and infrastructure are rapidly advancing and ensuring Teheran’s determined efforts to acquire nuclear weapons. In the continuing absence of essential collective security for Israel, the time has now arrived for a greatly strengthened commitment to self-defense rights in world affairs. Israel acted in unmistakable support of these basic rights back in June 1981. Today, many years later, we must immediately ask ourselves whether the critical lessons of Osiraq shall finally be taken seriously, and whether they shall also be learned in time.
