First, Prof Herbert falls into the trap. A bona fide two state solution, in substance, means the Arab list MK's resign their positions and staff the legislature of the second state. The first state would be a Jewish state. The second, an Arab state, notwithstanding Jordan holds the actual title as initially envisioned and acted upon.

Second, in the contemporary world, the so called "Israel-Palestine conflict" is indeed a high priority. The Arabs and Europeans made it a priority via a lenghty, well funded PR program. Israel conceded.

The "problem" is internal to Israel.
