Terrorists Injure Two in Gaza; IDF Ordered Not to Return Fire

The IDF refrained from returning fire at the Arab terrorists who shot two Israelis Monday afternoon in Gaza. The IDF spokesman’s office says it has orders from the political echelon to not respond.
