Not quite 3 Billion. If you read further, the quote states that Palestine must adhere to the Raad Map Agreement that states the cessation of all terrorist activity. Obviously, this will not happen. The result will be zero BP or US Dollars. What we have now is more talk on the same subject.
Think of the statement like this: Billions were pledged for Tsunami relief, but how much was actually collected and distributed?
