The US does have sanctions against Iran. I believe US companies can only deal in annual business operations not to exceed $US40 million. The EU and PR China are not involved in this - nor is Russia.

If not universal, what sanctions can the US impose on Iran? Iran and PR China have the world's largest contract - for $US 100 billion.
