    It is clear that Israel suffers from, at best, a 1930s era governmental organization.

    Deliberations cannot be developed and polished to confront the many dangers. The article discusses and quotes officials demonstrating they have no charter to act under. It resembles a business with the owner-operator determining most. Compare and contrast how the Asian tiger societies operate. Don't compare and contrast PR China's meeting dynamics. They even beat out the US.

    If Israel does not field a modern district representative government, the security apparatus will continue to drift - and not realize they are drifting.

    Time is running out.
