Same sort of problem with the "democracy" in Iraq that the Bush Administration is so busily touting as a success for freedom. The Arabs in Iraq don't have the slightest concept of democracy or what it actually means or requires--it's more just another tool to get their hands on the oil gravy train there. The worst problem of all is that Iran is basically getting control of Iraq's entire Shiite south by way of their Badr Brigades and Sadr's thugs, most of which (especially the Badrites) trained in Iran. So now we have the incredibly stupid irony that the US is paying billions every month to basically give the Iranians control of the Persian Gulf.
The Americans and Brits are utterly clueless about the basic concept of *balance of power*-- you can't let any one country get too much power in a region, or else it's just too easy for them to cause trouble. If anything, the Sunni Arab insurgents and the independence-minded Kurds are the natural allies of the US in Iraq, since they alone can prevent Iran's Shiite militias in the country from gaining control of that rich region and making Iran the undisputed superpower of the Middle East, posing a grave danger to Israel and the West. But the Bush Administration is painfully weak, unable to do something as obviously important as pummeling the Shiite militias with all their bloody plans to turn Iran into the big hegemon. The Brits are even more useless, even though they're probably best positioned to hit the militias hard. And Condoleezza Rice really does seem to be an Israel-hater, which unfortunately makes the Bush Administration even less inclined to take down the militias that are essentially about to make Iraq into an Iranian natural resource pool. This is the problem when idiots get into power-- they make bad problems even worse than they were before.

The Palestinians are really doing a fantastic job laying the groundwork for a democratic state. Letting in terrorists with no skills at building things but plenty of skills in politics as murder is normally not conducive to a civil society, but maybe they've got a trick for making it work:
